The Utility Board of Trustees may, as it shall from time to time deem to be fit and within the interest of the utility, develop and extend water utility facilities including facilities for providing water for fire fighting within portions of the water utility district. As it may so choose and plan, the Utility Board may assess against each property owner its pro rata share of the cost of such development and extension. This power and authority shall not deprive the Utility Board of its power and authority to assume said costs for some projects or extensions and not others, all of which lies within the sound discretion of the Utility Board.
