Sec. 9-13 Effect of Article as to Other Laws.
   Where as the requirements of this Article are more specific than the state law authorizing the enactment of these requirements, the provisions, of the Article shall apply, but under no circumstances shall this Article be construed to contradict existing state law regulating this matter.
