On the trial of any person charged with the violation of the restrictions thus imposed; and in all civil actions oral evidence of the location and content of such signs or markings shall be prima facie evidence of the adoption and application of such restriction by the town authorities (Town Manager) and the validity thereof. The town authorities shall upon request by any party in any action at law furnish, under seal of the town authorities (Town Clerk), a certified copy of the resolution by the Town Manager establishing the restriction in question which shall be accepted by any court as conclusive proof of such designation or determination by the Town Manager.
