A "Physically Disabled Person" shall mean any person who:
a. has permanently lost the use of one or more legs or arms,
b. is permanently unable to move without the aid of crutches, braces, a wheelchair or a walker;
c. is certified to be severely restricted in mobility due to ta disability, condition or impairment by a physician having an unlimited license to practice medicine;
d. is certified by an optometrist or ophthalmologist licensed to practice in any state to be blind or visually impaired; or
e. is a certified recipient of parking placard for persons with physical disabilities by any state or municipality.
Any person who parks a motor vehicle within any part of a space reserved for a physically disabled person, or the registered owner of such motor vehicle, other than a person who (i) is a physically disabled person, or (ii) is transporting a physically disabled person to or from the space in a motor vehicle with a properly affixed placard or license plate issued by any state or municipality, shall, upon a finding of liability, be subject to a fine of not less than twenty-five dollars ($25.00) nor more than two hundred fifty dollars ($250.00).
