Sec. 7-133 Backfill Regulations.
   Any excavation into a Town Street or public place shall be backfilled with material from that excavation, providing it does not contain any materials which are not suitable, such as frozen, lumpy or saturated materials; large stones; broken pavement slabs; rubbish or other objectionable materials. Prior to backfilling, all lumber, rubbish, bracing and refuse shall be removed from the trench or excavation. The backfill material shall be compacted to ninety five percent (95%) of its Modified AASHTO optimum density by tamping or rolling. The backfill material shall be placed in layers no greater than twelve (12) inches.
   In addition to the backfill, the base course and pavement shall be restored to the quality specified in Title IV, Section 3 of Ordinance 353 (Specifications for Construction of Streets, Curbs, Sidewalks, Gutters, etc., for the Town of Schererville, Indiana). 11
