It shall be the concurrent duty of the Public Works Director, the Street Superintendent, the Utilities Superintendent and the Police Department of the Town to enforce the provisions of this Ordinance by appropriate investigation and action, provided that this section shall not be so construed as to give the power of arrest to the Public Works Director, the Street Superintendent, or the Utilities Superintendent.
