If any applicant shall have on file a good and sufficient bond in the Office of the Clerk-Treasurer, the same shall cover any one or more excavations for which a permit has been issued, provided that the Public Works Director may demand an additional bond when in his judgement such is required by the extent or number of excavations applied for by the applicant.
