It shall be unlawful for any person, persons, partnership, firm, or corporation to cut, break, alter, or excavate the surface of any street or other public place, or the ground beneath the aforesaid surfaces in the Town of Schererville, Lake County, Indiana, without first obtaining approval from the appropriate Town Official.
