a. Town Manager and the Town Clerk-Treasurer agree that an emergency situation exists which requires an expenditure of town funds. They shall state the nature of the expenditure and basis of their determination that an emergency exists and sign said document.
b. Upon the completion of the aforesaid documentation, the Clerk-Treasurer shall be authorized to expend up to five hundred dollars ($500.00) for the emergency purchase item.
c. A separate file shall be kept by the Clerk-Treasurer's office and the documentation justifying the emergency expenditure shall be kept within said file.
