An owner or occupant of a building, house or structure on a parcel of real estate which has been or is so assigned a street number, and who fails to erect or to properly maintain the numerical display required by this ordinance, shall be liable for a fine of not more than ten dollars ($10.00). Each day a violation of this ordinance exists shall be deemed a separate violation.
