a. The Town Manager shall designate, in writing, which street, road, alley, highway or public thoroughfare with reasonable particularity he declares are a danger to the public health and also declare with reasonable particularity the time in which the restricted use or closing of said street or road shall take effect and when said restricted use or closing may be removed, is possible.
b. Suitable and convenient alternate routes may be provided for traffic so diverted and appropriately marked.
