a. No person shall bring into, have or keep in the park any cat, dog or other animal which is destructive of birdlife and other wildlife, except by written permit issued by the Board for special authorized pet shows in designated areas. Dogs under the control of their owner by leash are excepted from the provisions of this subsection.
b. The owner of every animal shall be responsible for the removal of any excreta disposed by his animal on or within park property; and no owner shall take his animal onto park property for the purpose of allowing said animal to defecate or urinate therein.
