Shippers, transporters, owners of automobiles and other vehicles, and including owners (or tenants) of fixed facilities within the Town of Schererville, who cause or suffer leaks or spills of potentially hazardous or toxic materials within the Town of Schererville, either at fixed side facilities or on local roads and highways (other than state highways), to such leaks or spills the Schererville Fire Department must initially respond, shall pay the Town of Schererville within thirty (30) days as compensation and reimbursement for providing said response services, the appropriate sums of money set forth in the approved schedule of fees adopted through the State Fire Marshall's office, those being as follows:
a. For initial response with fire engine, trucks, or fire apparatus, $250.00;
b. For each hour or fraction of on-scene assistance, $150.00.
