a. No person, firm, corporation, organization or association, foreign or domestic, shall erect or maintain any structure, building, stand, platform, or operate any machinery on any municipally owned real estate in the Town of Schererville, Indiana, for use in connection with the operation or maintenance of any circus, carnival, bizarre, festival, exhibition, athletic contest, outdoor beer gardens, or any other public spectacle, until and unless such person, firm, corporation, organization or association, foreign or domestic, has first obtained a permit, as hereinafter provided.

b. No person, firm, corporation, organization, or association, foreign or domestic, shall operate or maintain or permit the operation or maintenance of any circus, carnival, bizarre, festival, exhibition, athletic contest, outdoor beer gardens, or any other public spectacle, on any privately owned real estate in the Town of Schererville, Indiana, unless and until such person, form, corporation, organization or association, foreign or domestic, has first obtained a permit as hereafter provided.
