a. Every alarm user shall, prior to installation of an alarm system, pay a registration fee of fifteen dollars ($15.00). Every alarm user incorporating a Direct Line or Public Trunk Line into the communication center of the Police Department, shall pay in addition to the registration tee, a twenty dollar ($20.00) per month fee for the privilege of accessing said line.
b. Every existing alarm user not incorporating either a Direct Line or Public Trunk Line directly into the communication center of the Police Department may register with the Clerk-Treasurer their alarm system upon the completion of the appropriate registration form and payment of the registration fee.
