Any person, including an applicant for a massage establishment license, who engages in the practice of massage as herein defined shall file an application for a masseur or masseuse license with the Clerk-Treasurer upon a form provided and shall pay a riling fee of one hundred dollars ($100.00) which shall not be refundable.
