a. The Town Council establishes that there shall exist a maximum registration fee for any and all video games which are operated out of the same address in the Town of Schererville, Indiana, and that said maximum fee shall be two thousand, five hundred dollars ($2,500.00)
b. Any business owner who has in excess of twenty-five (25) machines at a single location shall not be assessed any registration cost above and beyond two thousand, five hundred dollars ($2,500.00).
c. It is the intent of the Town Council that this ordinance take affect for the calendar year 1999 and that its application shall be intended to be retroactive to January 1, 1999.
d. Should any business owner already have registered his machines and aid in excess of two thousand, five hundred dollars ($2,500.00) minimum fee, then the Town of Schererville, Indiana, shall refund any excess portion to the business owner.
