Sec. 3-31 Open Meetings; Secret Ballot Votes. 19

   a.   Except as provided in Section 3-34 herein, all meetings of the governing bodies of public agencies must be open at all times for the purpose of permitting members of the public to observe and record them.

   b.   A secret ballot vote may not be taken at a meeting.
