Sec. 3-9 Selection of a Vice-President.
   a.   The Town Council shall select one of its members to be its vice-president for a definite term, which may not exceed his or her term of office as a member of the legislative body.
   b.   The Vice-President of the Town council shall serve as Executive in the absence, sickness or illness of the President.
