a. The office of Councilman from each of all five (5) wards as well as the Clerk-Treasurer shall run in the primary election and general elections regularly held in a general election year during the year 1991 pursuant to Indiana Code, §§ 3-10-6-2 and 3-10-6-3 for a four (4) year term each.

b. Each of the terms of all Councilmen from each of the five (5) wards, as well as the Clerk-Treasurer will then commence January 1, unless otherwise amended by State law or further action by this Council.
