Sec. 2-419.3 U.S. Postage Stamp Fund.
   a.   Pursuant to the provision of the Indiana Code §§ 36-1-3, et seq. (“The Indiana Home Rule Act”) there is established a special non-reverting U.S. Postage Stamp Fund for the Town, which special non-reverting fund shall be known as the U.S. Postage Stamp Fund.
   b.   The U.S. Postage Fund established hereby will be initially funded by and from the General Fund of the Town, which funds shall be utilized to purchase U.S. postage stamps from the United States Postal Service at the prevailing first class postage rate. That the U.S. postage stamps purchased through the U.S. Postage Stamp Fund established hereby shall be available for sale and purchase by residents of the Town, who shall be permitted to repurchase same at cost and with no income or profit to the Town. It is recognized specifically that this is a courtesy and benefit to the residents of the Town who utilize the Town administrative offices, including that of the Clerk-Treasurer, for business purposes, and that said postage stamp availability is a substantial convenience and benefit to said residents.
   c.   All purchase activities by the Town of postage stamps from the United States Postal Service shall be consistent with the rules, regulations and requirements of the United States Postal Service. That all monies collected from the sale and purchase of postage of the town offices shall be deposited into the U.S. Postage Stamp Fund established hereby for the purpose of purchasing additional postage stamp books from the United States Postal Service on an on-going basis.
   d.   The Town Clerk-Treasurer shall be responsible and administer the sale of postage stamps to residents of the Town through the officers of the Town Clerk-Treasurer, and shall be responsible for all receipts, accounting, and procedures required by the Indiana State Board of Accounts, for the same, as such procedures are amended from time to time.
