The warrants may be sold:
a. at public sale in accordance with the provisions of Indiana Code, § 5-1-11;
b. at negotiated sale to the Indiana Bond Bank pursuant to Indiana Code, § 5-1.5 or to The Hammond Local Public Improvement Bond Bank pursuant to Indiana Code, § 5-1.4; or
c. in any other manner permitted by Indiana law.
In any event, the Clerk-Treasurer shall manage and supervise the preparation, advertisement, if any, negotiations and sale of the warrants pursuant to this Ordinance and subject to the specific terms of the Warrant Ordinance authorizing the issue of such warrants. The Clerk-Treasurer shall also certify the amount that the purchaser is to pay, together with the name and address of the purchaser; receive the amount of payment certified; deliver the warrants to the purchaser; take a receipt for the warrants delivered; pay the purchaser's payment into the treasury of the Town; and report the results of the sale to the Town Council.
