It is found and declared that the Town is authorized to prescribe a specific manner and procedure for the making of temporary loans and the issuance and sale of temporary loan warrants pursuant to the provisions of the Indiana Code, § 36-1-3-6, in order to enable the Town to exercise its general power to borrow money pursuant to Indiana Code, § 36-1-4-9.
