a. The Town Council for the Town of Schererville, Indiana, recognizes that from time to time emergency situations will arise which necessitate the immediate purchase of goods and/or services without prior approval as stated herein. The Town Manager for the Town of Schererville, Indiana, shall keep on file a list of approved merchants and contractors with whom he is authorized to deal in an emergency situation and if such situation arises he may make the necessary purchase without prior approval.
b. The list of approved merchants and contractors shall set forth their hourly rates for labor and if possible, the cost of goods available.
c. The Town Manager shall state in writing his basis for emergency purchases.
