a. There is hereby established a fund entitled “Town Promotion Fund” pursuant to the applicable provisions of I.C. 36-7-2-7 to be used to promote economic development, Town promotions, and tourism, as well as all other permitted uses under said Indiana Code section, as same may be amended from time to time.
b. The Town Promotion Special Revenue Non-Reverting Fund is hereby established for the purpose of funding economic development, Town promotions, and tourism, including the payment of expenses of, or reimbursement of Town Officials, as the case may be, for expenses incurred in promoting the best interests of the Town, including, but not limited to, such expenditures as are identified and permitted set forth in division c. of this section. Funds for the purposes and uses permitted and as set forth hereafter in division c. of this section shall be budgeted, appropriated and/or transferred from the Cable TV Fund, and provided for in the Town Code, as amended, and in conformance with the requirements of applicable law, as amended from time to time.
c. Permitted expenditures from the Town Promotion Special Revenue Non-Reverting Fund established hereby may include, are but are not necessarily limited to, any of the following type expenses, namely:
1. The rental of meeting places, meals, decorations, memorabilia, awards, expenses incurred in interviewing job applicants, expenses incurred in promoting industrial, commercial and residential development, expenses incurred in developing relations with other units of government, in the promotion of tourism and goodwill of the Town’s employees, and any other expenses of a specific or governmental nature deemed by the Town Council to be in the best interests of the Town.
2. Illustrative of the expenditures approved by this section may include, but are not necessarily limited to the following: commemorative plaques, certificates, or objects such as commemorative keys; employee appreciation dinners; and expenses incurred due to participation or membership in local, regional, state and national association of a social, educational or governmental nature which expense(s) shall have as its purpose the betterment of the Town or the Town’s operations.
d. The establishment of the Town Promotion Special Revenue Non-Reverting Fund by the provisions of the within enabling establishment ordinance shall have no limiting effect or otherwise upon any other fund of the Town of Schererville, including printing and advertising, meeting room rental, subscriptions and dues, traveling expenses, and other similar fund, line item or account of the Town.
e. The Town Promotion Special Revenue Non-Reverting Fund established hereby shall be a special revenue non-reverting fund under the rules, regulations and requirements of applicable Indiana law, including the Indiana Code, as amended from time to time, as well as the administrative rules and requirements of the Indiana State Board of Accounts. The Town Clerk-Treasurer is hereby directed to follow and comply with all rules, regulations and requirements of the Indiana State Board of Accounts as well as the applicable provisions of the Indiana Code for establishment of the Town Promotion Special Revenue Non-Reverting Fund, processing of expenditures therefrom, budgeting and appropriation of funds therefrom, and all other legal requirements, as the same may be amended from time to time.
