(a) There is created a Plat Committee, which shall consist of five (5) members appointed by the Plan Commission. One member shall be the Chief Building Inspector, one member shall be the Planning and Zoning Administrator; one member shall be the Secretary of the Plan Commission; two (2) members shall be appointed from the membership of the Town Council and not of the same political party. In the event that the composition of the Town Council does not permit the appointment of individuals from differing political parties, then, and in that event, an individual from the community must be selected who is of a differing political party than that of the member of the Town Council, and further, must be able to demonstrate that he or she voted in the primary of the opposing political party in the last three (3) primary elections prior to the appointment. All members of the Plat Committee shall serve a one (1) year term, and be subject to removal in accordance with appropriate Indiana State Statutes.
(b) The Plat Committee shall have the authority to review and approve applications for platting of minor subdivisions, subject to the following:
(1) Subdivision of land for single-family residential purposes which:
(a) Involves no more than two (2) lots;
(b) Does not involve opening a new public street or road;
(c) Complies with the Subdivision Control Ordinance and Zoning Ordinance in all other respects.

(2) Subdivision of land in all residentially zoned districts for the purpose of converting a metes-and-bounds description to that of a lot of record legal description.

(c) Proposed applications for subdivisions pursuant to the procedure set forth in this Ordinance shall be referred to the Plat Committee for primary approval without public hearing.
(d) The Plat Committee shall establish rules and procedures for examining and granting primary approval to minor subdivisions. If primary approval is granted, the plat shall be forwarded to the Plan Commission for secondary approval. If the Plat Committee denies primary approval, the applicant may appeal to the Plan Commission in accordance with the provisions of I.C. 36-7-4-708 or any successor provisions.
