When the plans of streets and other improvements have been approved as provided in this Subdivision Control Ordinance, as amended from time to time, a Subdivider shall first notify the designated Town Officials of the intention to proceed with the construction or installation of said streets and improvements. Notification shall be made at least forty-eight (48) hours before any such construction or installation shall commence so as to provide the Town an opportunity to inspect the site prior to the commencement of construction of said streets and improvements during the course of work being performed.
In order to defray a portion of the costs incurred by the Town in the administration, planning, inspection, review, and all other direct or indirect expenses in by it in connection with review and inspection of the installation of all improvements required by this ordinance, as amended from time to time, the Subdivider shall present a certified check or money order made payable to the Town in an amount equal to two percent (2%) of the cost of the improvements, as estimated by the Town Engineer.
The improvement inspection fee shall be determined and verified by the Town Engineer. Notwithstanding the two percent (2 %) improvement inspection fee described above, there shall be a minimum improvement inspection fee charged per plat in the sum of three hundred dollars ($300.00) if the fee would be less than the amount calculated on the cost of the required improvements.
The two percent (2%) improvement inspection fee shall be paid by the Subdivider at the time of the submission of the engineering for the proposed Plat and no later than the submission of the Final Plat of the proposed Subdivision to the Plan Commission for approval.

In addition to the two percent (2%) costs of improvements, there shall also be a charge for professional fees incurred by the Town of Schererville for engineering and legal services provided for the review of Petition submitted for Subdivision approval and this fee shall be charged to the Petitioner, and collected as other fees in connection with such Petition, as follows:
a. The fee charged to the Town of Schererville for engineering services, based upon the current hourly rate, but this amount shall not include any fees charged for attendance by the engineer at regularly scheduled meetings.
b. The fee charged to the Town of Schererville for legal services, based upon the current hourly rate, but this shall not include the fee charged for attendance by the Attorney at regularly scheduled meetings.
c. The fees incurred by Petitioner related to engineering and legal expenses shall be in addition to any and all other costs and fees associated with the present two percent (2%) costs of improvements fee imposed upon a Petitioner seeking Subdivision approval.
d. The fees related to engineering and legal costs shall be determined by the Planning and Zoning administrator and shall be submitted to the Petitioner for payment prior to final Subdivision approval.
e. The Clerk-Treasurer of the Town of Schererville shall notify the Planning and Zoning administrator of the payment of fees so collected no later than five (5) days after payment is received.
f. All fees so collected by the Town of Schererville shall be paid to Clerk-Treasurer and placed in the general fund of the Town of Schererville, Indiana.
g. No Mylar shall be signed by the authorized members of the Plan Commission of the Town of Schererville until payment of both the two percent (2%) improvement fee and the fee related to engineering and legal services is received by Clerk-Treasurer of the Town of Schererville.
