A person desiring approval of a plat shall first meet with the Town Staff, at a Pre-application Conference, to discuss the general proposal. The subdivider shall then appear before the Plan Commission at a Study Session to discuss the proposal before filing an application for preliminary plat approval. No fee or formal application is required for this meeting. The subdivider should be prepared to discuss the details of his proposed subdivision, including but not limited to such items as follows:
Letter of Intent: A concise summary of proposed development including the following items:
A. Location
B. Ownership and control of property
C. Area (Acreage)
D. Flood plain check
E. Existing zoning & land use / Proposed zoning & land use
F. Existing covenants and land use restrictions
G. Land characteristics -Topo concept -Aesthetics
H. Soil information (i.e. published soil survey)
I. Availability of utilities
1. Water line size -location
2. Sanitary line size -location
3. Storm sewers and drainage
4. Nipsco, Ind. Bell, U.S. Cable availability
5. Other Town services availability (Fire, Police, Water Treatment, etc.) J. Number of phases
K. Number of lots/units/buildings/density per phase and per total development.
L. Proposed Protective Covenants or Deed Restrictions, if any.
M. Projected dates for start & completion per phase and per total development.
N. Adequate drawing of proposed development with street patterns
1. Ingress / egress
2. Proposed street width and improvement to existing streets
3. Cul-de-sacs, street stubs, etc.
4. Sidewalks & curbing
5. Street signs & traffic control devices
6. Fire & Police approval/review
7. Easements
O. Proposed utilities -location, connections, stubs, etc.
1. Nipsco, Ind. Bell, U.S. Cable
2. Water (Town Staff approval/recommendation)
3. Sanitary (Town Staff approval/recommendation)
4. Fire hydrant - location
5. Street light - location
6. Street light energy cost (i.e. Nipsco, etc.)

The subdivider shall be responsible for providing all information and documentation deemed necessary and required by the Town and shall bear the burden of proof for the subdivision approval before the Plan Commission.
