Two (2) citizen members of the Plan Commission shall be appointed for a term of three (3) years and two (2) citizen members shall initially be appointed for a term of four (4) years. When an initial term of office of a citizen member expires, each new appointment of a citizen member shall be for a term of four (4) years. The term of each citizen member of the Plan Commission shall expire on the first Monday of January of the third of fourth year, as the case may be, after the year of the member's appointment.
