Sec. 2-130 Officers; Adoption of Rules; Quorum; Proceedings.
   a.   The Chief shall be President of the Local Board. After the first meeting, the Trustees shall elect a Secretary, who may be elected from among the Trustees or, in the alternative, the Trustees may consider it proper to have a member of the Fire Department to serve as a Secretary, in which case, the Secretary shall serve for a term of four (4) years and shall be elected in the same manner as Trustees. The Secretary shall keep a full record of the proceedings of the Local Board in a book designated, kept and maintained for that purpose.
   b.   A majority of the Local Board shall constitute a quorum for any action.
   c.   A majority vote of all Trustees shall be sufficient to take any action which the Local Board may take.
