The following parking regulations apply to all County property:
1. No person shall park or leave unattended any vehicle on any County property except in the part thereof marked for parking, and except in designated parking spaces if such there be.
2. Officers and employees of the County shall park vehicles which are entitled to be parked in designated employees' parking areas in such designated areas, and not in parking areas designated as reserved for the general public, for named individuals or officers, or for other purposes.
3. No unauthorized person shall park in any area designated reserved for employee parking, for named individuals or officers or for other purposes.
4. No person shall park any vehicle in excess of any duly established and posted maximum time limit.
5. No person shall park, stop or leave unattended any vehicle in any parking lot driveway entrance or exit, or aisle.
No person shall camp in any public park, or any public street or highway, or on any improved or unimproved property owned or leased by the County, provided that nothing herein shall be construed to prohibit camping in public campgrounds under permit authorized by other provisions of law or ordinance.
"Camping" is defined as the use of any public park, any public street or highway or improved or unimproved property owned or leased by the County, for temporary living accommodations such as, but not limited to, sleeping, sleeping activities, or making preparations to sleep, including the laying down of bedding for the purposes of sleeping, or storing personal belongings, or making any fire, or using any tents, or other temporary structures.
"Public park" is defined as any park or recreation area or recreation facility that is owned, leased, or under the control of the County.

No person shall sleep or recline in an automobile parked upon any public street or highway within the County for any period greater than two hours continuously.

No person shall stand or sit on any crosswalk, sidewalk or any other public street, highway, public park or public beach or arcade, shopping center or other property opened or dedicated to public use or to which the public is invited, so as in any manner to obstruct the free use thereof by the public or passage therein or thereon by pedestrians, or to hinder, molest or annoy any person or persons in passing along the same, or to obstruct the entrance of any public hall, public building, public beach or public park.

Pursuant to Vehicle Code Section 22519, and subject to the conditions and regulations imposed by this division and by resolutions adopted pursuant to Section 73.102 of the County Code, the Board of Supervisors hereby adopts the following regulations applicable to the stopping, parking and leaving standing of vehicles on parking facilities operated by the Health and Human Services Agency of the County of San Diego:
(a) Edgemoor Skilled Nursing Facility. No person shall stop, park or leave standing any attended or unattended vehicle at Edgemoor Skilled Nursing Facility, except as permitted by the provisions of the resolution of the Board of Supervisors adopted on March 28, 1967 as Item No. 36 and such additional resolutions regulating parking at Edgemoor Skilled Nursing Facility as may hereinafter be adopted by the Board of Supervisors.
(b) University Hospital. No person shall stop, park or leave standing any attended or unattended vehicle on County parking facilities at University Hospital except in accordance with the following conditions: Parking shall be restricted to vehicles bearing a Health and Human Services Agency parking sticker or permit, vehicles of persons who are either patients or visitors to the Health and Human Services Agency facility at University Hospital, governmental vehicles bearing an “E” license, and emergency vehicles. Each type of vehicles specified above shall be parked only in the areas designated for such type of vehicle by the Director of the Health and Human Services Agency, and appropriate signs shall be placed giving notice of these conditions.
(c) Administrative Offices. No person shall stop, park or leave standing any attended or unattended vehicle on County-operated parking facilities at the administrative offices and day care center in the vicinity of 6255 Mission Gorge Road, San Diego, except in accordance with the following conditions: Parking shall be limited to vehicles bearing a Health and Human Services Agency parking sticker or permit and vehicles of persons who are either patients, clients or visitors of said facility. In addition, three parking spaces shall be reserved for medical records vehicles and mail vehicles. Each type of vehicle specified above shall be parked only in the areas vehicle by the Director of the Health and Human Services Agency, and appropriate signs shall be placed giving notice of these conditions.
(d) Psychiatric Hospital of San Diego County. No person shall stop, park or leave standing any attended or unattended vehicle on County parking facilities at Psychiatric Hospital of San Diego County except in accordance with the following conditions: Parking shall be restricted to vehicles bearing a Health And Human Services Agency parking sticker or permit, vehicles of persons who are patients, clients or visitors of said facility, emergency vehicles, and vehicles used for delivery of goods to said facility. Each type of vehicle specified above shall be parked only in the areas designated for such type of vehicle by the Director of the Health And Human Services Agency, and appropriate signs shall be placed giving notice of these conditions.

The provisions of Sections 73.107 and 73.112 may also be enforced by the Director of the Department of General Services (Office of Security) or any officer or employee designated by him. The Director or the officer or employee designated by him to enforce such provisions is hereby authorized to issue notices of violation in accordance with the procedure prescribed in Section 41103 of the Vehicle Code and the notices of bail required by Vehicle Code Section 40309.5.
