The violation of any provision of this division, or of any provision of a resolution regulating parking, shall also constitute a violation of Section 21113 of the Vehicle Code. The Sheriff of the County of San Diego and the Director of the Department of General Services (Office of Security Services), and if the County property involved is located within the boundaries of an incorporated city the police department of such city have the power to enforce this article and such resolutions.

The Sheriff of San Diego County and the Director of the Department of General Services (Office of Security Services), and if the County property involved is located within the boundaries of an incorporated city, the police department of such city, may remove any motor vehicle parked, stopped or left standing contrary to this division or to a resolution regulating parking and, at the expense of the owner thereof, may either place such vehicle in a public parking lot or garage or impound the same in a County facility.

The Department of General Services shall, and if the County property involved is located within the boundaries of an incorporated city the city may, erect or place appropriate signs on the County property involved, giving notice of the conditions and regulations imposed on the use by vehicles by Section 73.107 or pursuant to a resolution regulating parking.

The following parking regulations apply to all County property:
1. No person shall park or leave unattended any vehicle on any County property except in the part thereof marked for parking, and except in designated parking spaces if such there be.
2. Officers and employees of the County shall park vehicles which are entitled to be parked in designated employees' parking areas in such designated areas, and not in parking areas designated as reserved for the general public, for named individuals or officers, or for other purposes.
3. No unauthorized person shall park in any area designated reserved for employee parking, for named individuals or officers or for other purposes.
4. No person shall park any vehicle in excess of any duly established and posted maximum time limit.
5. No person shall park, stop or leave unattended any vehicle in any parking lot driveway entrance or exit, or aisle.
No person shall camp in any public park, or any public street or highway, or on any improved or unimproved property owned or leased by the County, provided that nothing herein shall be construed to prohibit camping in public campgrounds under permit authorized by other provisions of law or ordinance.
"Camping" is defined as the use of any public park, any public street or highway or improved or unimproved property owned or leased by the County, for temporary living accommodations such as, but not limited to, sleeping, sleeping activities, or making preparations to sleep, including the laying down of bedding for the purposes of sleeping, or storing personal belongings, or making any fire, or using any tents, or other temporary structures.
"Public park" is defined as any park or recreation area or recreation facility that is owned, leased, or under the control of the County.
