(A) It shall be deemed unlawful for any person to alter, change, replace or deface in any way, any section or any page of the code in such a manner that the meaning of any phrase or order may be changed or omitted. Replacement pages may be inserted according to the official instructions when so authorized by the Village Board. The Clerk shall see that the replacement pages are properly inserted in the official copies maintained in the office of the Clerk.
(B) Any person having in his or her custody an official copy of the code shall make every effort to maintain said code in an up-to-date and efficient manner. He or she shall see to the immediate insertion of new or replacement pages when such are delivered to him or her or made available to him or her through the office of the Village Clerk. Said code books, while in actual possession of officials and other interested persons shall be and remain the property of the village and shall be returned to the office of the Clerk upon termination of office or separation of duties.

(A) Unless otherwise provided herein, this code applies to acts performed within the corporate limits of the village.
(B) Provisions of this code also apply to acts performed outside the corporate limits and up to the limits prescribed by law, where the law confers power on the village to regulate such particular acts outside the corporate limits.

(A) General penalty. Whoever violates any provision of this code or other ordinance of this village for which another penalty is not specifically provided, shall be fined not more than $1,000 for each and every violation thereof, and every day the violation continues shall constitute a separate offense.

(C) Sewer violations. Any person found to be violating any provisions of Ch. 52 shall be served by the village with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in such notice, permanently cease all violations. The village may revoke any permit for sewage disposal as a result of any violation of any provision of Ch. 52.

(D) Traffic offenses.
(1) Whoever commits an offense against the village or aids, abets, counsels, commands, induces or procures its commission is punishable as a principal.
(2) Whoever willfully causes an act to be done which, if directly performed by him or her or another would be an offense against the village, is punishable as a principal.
(3) (a) All municipal ordinance offenses may be satisfied without a court appearance by:
1. A written plea of guilty, presented to the Treasury; and
2. Payment of a $150 fine to the Treasury.
(b) Subsequent municipal ordinance offenses for the same offense and by the same individual shall be increased by increments of $75 per offense, up to the maximum fine of $750.
(4) All municipal ordinance offenses which are contested shall be filed with the county’s Circuit Clerk and prosecuted through the Fourth Judicial Circuit Court located in Vandalia, Fayette County, Illinois. The village may seek a fine between $25, and no more than $750, for any one offense and, in addition to the fine imposed, shall seek an award of court courts and attorney fees against the individual convicted.
(5) All municipal ordinance offenses which are contested shall be filed with the county’s Circuit Clerk and prosecuted through the Fourth Judicial Circuit Court located in Vandalia, Fayette County, Illinois.
