(1) Council may, by ordinance, restrict the operation of commercial or burden vehicles on designated City streets.
(2) Ordinances restricting commercial or burden vehicles from using certain City streets shall not be deemed to prohibit the use of such vehicles on such streets:
(a) in the usual course of business with the occupiers of properties abutting thereon; or
(b) while carrying passengers for hire; or
(c) if the vehicle does not have more than two axles or does not have a vehicle license for weight in excess of 21,000 pounds gross weight.

(1) No operator of any railroad train or street car shall prevent the use of any streets for purposes of travel for a period of time longer than 5 minutes, nor prevent vehicles from using off-street facilities for a period of time longer than 5 minutes, except that this provision shall not apply to trains or cars in motion but shall apply to cars engaged in switching.
(2) No operators of any street car shall stop within an intersection or on a cross-walk for the purpose of receiving or discharging passengers.
(1) No operator shall operate his vehicle or street car between the vehicles, persons, or animals, comprising a funeral or other authorized procession while such funeral or procession is in motion, except when otherwise directed by a policeman. This provision shall not apply to authorized emergency vehicles as defined in this Title.
