C.S. § 1935, the Chief Clerk shall send a signed and attested copy of this Ordinance to Commonwealth of Pennsylvania, Department of Transportation, Deputy Secretary for Planning, 400 North Street, Keystone Building, 8th Floor, Harrisburg, PA 17120-0041." Section 3 of Bill No. 150670 provides: "This Ordinance shall take effect ninety (90) days after the notification in Section 2 has been given." |
Pursuant to 75 Pa. C.S. § 1935, a fee of five dollars ($5.00) shall be imposed on each nonexempt vehicle registered to an address in the City to be collected by the Commonwealth's Department of Transportation. The fee shall be imposed at the time a vehicle is registered or at the time a vehicle's registration is renewed.
Pursuant to Pa. Const. Art. 8, § 11, funds received on account of the fee imposed pursuant to this Chapter shall be used solely for construction, reconstruction, maintenance and repair of and safety on public highways and bridges and costs and expenses incident thereto, and for the payment of obligations incurred for such purposes.
