PREFACE TO THE THIRTEENTH EDITION
This Thirteenth Edition of The Philadelphia Code includes all ordinances passed by Council through the end of its 2020-2023 term and is current through March 19, 2024.
The Thirteenth Edition continues the practice of publication of a comprehensive new hard copy edition every four years, with cumulative supplements published every year between editions. This edition is published in four volumes. Users of the Code should refer to these volumes and any future cumulative supplements for the most up-to-date printed Code available; all previous editions and supplements are outdated.
The Thirteenth Edition is edited and published by American Legal Publishing, which serves as the Code’s official publisher, in conjunction with the City’s Law Department. In addition to this printed version, American Legal hosts the Code on the internet, where it can be accessed through the City of Philadelphia’s home page (www.phila.gov) or through American Legal’s home page (www.amlegal.com). The online edition of the Code is updated regularly and is usually no more than a month or so behind recently adopted City legislation.
