(1) No railroad railway, or street railway track may be laid unless the proposed plan has been approved by the Board of Surveyors.
(2) No approval shall be given unless the tracks are to be supported by piles or stringers so that the weight of the tracks and the trains running upon them will not rest upon the underground pipes beneath the street. 31
