§ 11-302. Bridge Plans. 29
   (1)   No bridge may be constructed unless the general plan for such bridge has been approved by the Board of Surveyors.

§ 11-303. Tracks. 30
   (1)   No railroad railway, or street railway track may be laid unless the proposed plan has been approved by the Board of Surveyors.
   (2)   No approval shall be given unless the tracks are to be supported by piles or stringers so that the weight of the tracks and the trains running upon them will not rest upon the underground pipes beneath the street. 31

§ 11-304. Street Names. 32
   (1)   The Council shall have the authority to give a name to any street, but the Board of Surveyors may designate any street as "Street", "Avenue", "Road", "Lane", or other designation, when in its judgment such change will be in the public interest, and may make uniform the spelling of street names.

§ 11-305. Assessment Bills.
   (1)   The district surveyors of the appropriate district shall prepare assessment bills in accordance with the charges and procedures established by Sections 11-503 and 11-505 for paving work, by Section 13-304 for the laying of water pipe, by Section 13-404 for the construction of sewers and by Section 11-506 for the abatement of nuisances in alleys, driveways and retaining walls, and by Sections 11-504 and 11-505 for curbing and footways, and miscellaneous assessments as provided by this Title.
§ 11-306. Schedule of Charges. 33
   (1)   The Department of Streets shall promulgate regulations providing for a fee schedule of charges of surveyors and regulators. Such fees shall be based on the actual costs of the Department of Streets, based on the time and average per diem rate of employees working on or supervising the project and other costs associated with the project and may include separate fees for providing accelerated service.

§ 11-307. Notice of Public Hearings. 34
   (1)   Whenever a public hearing is scheduled by the Board of Surveyors on changes in the City Plan, notice of said hearing shall be given as follows:
      (a)   by advertising once in each of the two (2) daily newspapers of the City having the largest paid circulation and in the official legal newspaper issued in the City, as defined in Section 21-1701, giving notice of the title of the plan to be considered, the date, time, and place of the hearing, and the addresses of City offices where the proposed plan may be examined, at least fifteen (15) days prior to the date of said hearing. If two (2) daily newspapers of the City with a paid circulation and an official legal newspaper are not publishing at the time notice is required to be advertised, notice shall be given in as many such newspapers as are then publishing. If no such newspaper is then publishing, notice shall be given on the City’s official website or in such manner as designated by Department of Streets regulations and in accordance with applicable law; and  34.1
      (b)   by the posting of handbills or placards upon and throughout the area covered by the plan to be considered, giving notice similar to that prescribed under subsection 11-307(1)(a), for at least fifteen days prior to the date of said hearing; and
      (c)   Such other notice as the Department of Streets, in its discretion, may determine will bring such hearings to the attention of interested citizens.
