(a) There is hereby established a Housing Council to serve the community reinvestment area designated in Chapter 1524 of the Building Code. The Housing Council shall be composed of two members appointed by Council, two members appointed by the Mayor, one member appointed by the Planning Commission and two members appointed by the majority of the five other appointees, which two members shall be residents of the designated area. Members of the Housing Council shall receive no compensation and shall serve for three-year terms.
(b) The Housing Council herein established shall administer the provisions and duties set forth in Ohio R.C. 3735.69 and 3735.70 for the community reinvestment area designated in Chapter 1524 of the Building Code.

(a) There is hereby established the office of Housing Officer who shall receive no compensation. The Housing Officer shall be appointed by and serve at the pleasure of Council.
(b) The Housing Officer shall administer the provisions and duties set forth in Ohio R.C. 3735.65 through 3735.68 for all community reinvestment areas designated within the City.
