(A) Business licenses and permits. The fees, charges and rates for business licenses and permits, the duration or term thereof, and the conditions applied thereto, shall be as set forth in this division (A).

(5) Fee for false fire alarms. The fee to be charged any fire alarm user who has more than two false alarms at the same premises in any calendar year, as provided in § 92.04 of this code of ordinances, shall be $150 for each such false alarm. The fee shall increase by $100 for each additional false call within the calendar year; provided that, the maximum fee shall not exceed $350.

(B) Building permit fees.
(1) Building permit fees generally.
(a) A fee for each building permit shall be paid as set forth in the table in division (B)(1)(c)1. below.
(b) The determination of value or valuation under any of the provisions of this code shall be made by the Building Official. The valuation to be used in computing the permit and plan-check fees shall be the total value of all construction work for which the permit is issued, as well as all finish work, painting, roofing, electrical, plumbing, heating, air conditioning, elevators, fire extinguishing systems and any other permanent work or permanent equipment.

(3) Investigation fees; work without a permit.
(a) Investigation. Whenever any work for which a permit is required by this code has been commenced without first obtaining said permit, a special investigation shall be made before a permit may be issued for such work.
(b) Fee. An investigation fee, in addition to the permit fee, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee required by this code. The minimum investigation fee shall be the same as the minimum fee set forth in division (B)(1)(c) above. The payment of such investigation fee shall not exempt any person from compliance with all other provisions of this code, nor from any penalty prescribed by law.

(4) Plan review fees.
(a) When a plan or other data are required to be submitted by the current State Building Code, a plan review fee shall be paid at the time of submitting plans and specifications for review. Said plan review fee shall be 65% of the building permit fee as shown in division (B)(1)(c) above. (Please note: the effective date of this division (B)(4) is 4-3-2006.)
(b) Where plans are incomplete or changed so as to require additional plan review, an additional plan review fee shall be charged at the rate shown in division (B)(1)(c) above.

(5) Building mover’s permit fee. (§ 150.086) Any person who proposes to move any structure within the corporate limits of the city shall secure a permit for each such moving, the fee for which permit shall be $350.

(7) Razing or demolishing buildings. The fee for a permit for razing or demolishing a building shall be $50 if the building is not served by underground utilities, and $100 for a building with utility services. (Please note: The effective date of this division (B)(7) is 4-3-2006.)

(8) Trailers, temporary occupancy permit. (§ 152.05) The fee for each trailer temporary occupancy outside of trailer coach parks shall be $10.

(9) Trailers, hearing on granting, denying, renewal or revocation of occupancy permit. (§ 152.08) The fee to accompany a request for hearing on City Engineer’s action granting, denying, renewing or revocation of a temporary trailer occupancy permit shall be $20.

(C) Sewer rates, charges and fees.
(1) Definitions. Unless the context clearly indicates otherwise, the words, combinations of words, terms and phrases, as used in this division (C), shall have the meanings set forth in § 50.16 of this code of ordinances.

(2) Industrial sewer rates and charges established.
(a) Rates and charges for industrial use and service of the municipal sanitary sewer system are hereby established. Such charges and rates are to be made against each lot, parcel of land, unit or premises which may have a connection directly or indirectly into the municipal sanitary sewer system. Persons or owners discharging industrial wastes which exhibit none of the characteristics of wastes prohibited in Ch. 50 of this code or ordinances shall be charged on the basis of the components set forth in division (C)(3)(b) below.
(b) 1. As its proportionate share of the expenses incurred by the city in the construction, operation and maintenance of the sewerage works, the persons will pay to the city an annual sum equal to the amount computed by the application of the sampling procedures established by §§ 50.22 through 50.25 of this code of ordinances and the following formula:

d. b = average city unit cost of waste water treatment chargeable to BOD, with units of $/1,000 pounds of BOD;
e. B = weight of BOD from industrial user, with units of 1,000 pounds BOD per year;
f. ss = average city unit cost of waste water treatment chargeable to suspended solids, with units of $/1,000 pounds of suspended solids;
g. S = weight of suspended solids from industrial user, with units of 1,000 pounds per year; and
h. R = annual cost of federal and/or state grant repayments, in accordance with regulations applying to grant funds received by the city.
2. Average city unit costs shall be computed annually, and shall include operation and maintenance costs, as well as annual capital costs. Total costs (operation and maintenance plus capital costs) shall be distributed as follows:
a. Volume (flow) = 40%;
b. BOD = 35%; and
c. Suspended solids = 25%.
3. This distribution will be applied annually, unless changes in the actual cost - revenue pattern render another distribution more equitable.
4. Initial unit cost figures shall be:
a. f =$0.37/100 CCF;
b. b = $481.95/1,000 pounds of BOD; and
c. ss = $294.84/1,000 pounds of suspended solids.

(3) Domestic sewer rates and charges established.
(a) Rates and charges for domestic waste water disposal service shall be $2.72 per 100 cubic feet of the average amount of water billed in the months of December, January, and February and billed starting in March and each subsequent month of the year at that calculated amount for residential customers. Commercial, Light SIU, and Heavy SIU shall be billed on actual water use monthly. To each such statement, each month shall be added a service charge based on the meter size as shown in the following table (effective 1-1-2023).

1. Vacant rental units with individual meters shall be charged only the monthly service charge (effective 1-1-2016).
2. Single-family residential units that are not being serviced by the city water system shall be charged the equivalent of 7 CCF of waste water, $19.04 per month, plus service charge for residential meter (effective 1-1-2023).
3. A charge of $16.32 per month shall be made to new customers and to new residential construction based on 6 CCF commencing on the date of installation of the water meter and continuing until an average can be struck, from use in December, January and February in addition to the service charge based on the meter size. Customers moving within the city will be charged at the rate established by the previous resident until an average can be struck from use in December, January and February for the new residence. (Effective 1-1-2023).
4. Bills are due and payable 21 days after the billing date on the statement, and if not paid at that time, a late payment charge consisting of 5% of the current past due amount will be added (effective 1-1-2020).
(b) Such charges and rates are to be made a lien against each lot, parcel of land, unit or premises which may have a connection directly or indirectly into the municipal sewer system and, if unpaid, may be certified for collection as a special assessment against the said lot, parcel of land, unit or premises.
(c) Any property owner who fails to comply with § 50.21(A) of this code of ordinances within the designated time frame indicated in the city’s prohibited discharges, storm water drainage policy shall be charged a sewer service surcharge of $100 per month (effective 4-4-2000).

(4) Commercial sewer rates and charges established.
(a) The rates and charges for commercial waste water disposal service shall be calculated in the manner established for domestic sewer rates set forth in division (C)(3) above, subject to division (C)(4)(b) below.
(b) Commercial units/optional method. Upon written application of a commercial unit which sets forth unique circumstances showing that the application of the method set forth in division (A) above creates a special hardship, the city, in its discretion, may calculate the rate of $1.66 per 100 cubic feet of the average amount of water used in the months of January through December of the preceding year and billed starting in February of the current year and each subsequent month of the current year at that calculated amount together with the service charge. The amount so calculated shall be calculated annually (effective 5-4-2004).
(c) Such charges and rates are to be made a lien against each lot, parcel of land, unit or premises which may have a connection directly or indirectly into the municipal sewer system, and if unpaid may be certified for collection as a special assessment against the said lot, parcel of land, unit or premises.

For example, a multi-unit apartment that receives one utility bill should be considered commercial and a multi-unit condo complex where each unit received a utility bill should be considered residential. (6) Industrial waste water discharge permit fee. A fee for waste water discharge permit, as authorized in § 51.07 of this code of ordinances, shall be $1,000.

(7) Residential septic tank discharge fee. A fee for a septic tank discharge, as authorized in § 50.32 of this code of ordinances, shall be $100 per 1,000 gallons (effective 10-1-1991).
