(A) Payment fees. The permit fee and other fees and charges set forth in this chapter shall be collected by the city before the issuance of any permits and the Building Inspector or other persons duly authorized to issue such permit for which the payment of a fee is required under the provisions of this chapter may not issue a permit until such fee shall have been paid.
(B) Permit fees. A sign permit fee shall be as established from time to time by the City Council.
(C) Special permit fees. Special permit fees shall be assessed for all attention-seeking devices as described in § 153.08 of this chapter. The fee shall be in an amount duly established by the Council from time to time for each permit.
