5.04.010: SCOPE OF TITLE:
It shall be the purpose of this title:
   A.   To establish laws licensing and regulating the operation of businesses within the City; and
   B.   To recover certain costs incurred by the City to license and regulate businesses in the City; and
   C.   To provide for enforcement of this title. (Ord. 17-18)
