Beginning in January, 2001, and each five years thereafter, the Mayor and Council shall provide for the appointment of a Charter Review Commission in the following manner: At the first regular Council meeting in January following the organizational meeting, the Mayor shall announce the appointment of five individuals to be members of the Charter Review Commission. At the same meeting, Council shall appoint five individuals by a majority vote. Those five members shall consist of one representative from each of the four wards and one at-large member. Within two weeks of their appointment, a majority of those appointed will meet and select five more Commission members. The Chairman shall be selected by the Commission from its members by majority vote.
Those appointed to the Charter Review Commission must be qualified electors of the City, must not hold any other municipal office or appointment, and must not be employed by the City.
In order to provide continuity in ensuing years, at least one-third of the previous Commission’s membership should be reappointed, if possible. The Commission will be considered dissolved and its duties completed once their report has been received by Council.
