§ 52.17 CONTRACTORS OR BUILDERS DESIRING WATER.
   Contractors, builders or others desiring water for building purposes must make application to the Public Works Director, who will issue a permit therefor. The amount to be paid shall be based upon the rates fixed therefor.

§ 52.18 UNLAWFUL ACTS.
   It is unlawful for any person to use or take water from any part of the waterworks of the city without a license or a permit, or who shall, without authority from the Water Department, open or hitch to, dig out, curb over or remove any fireplug or hydrant, stopcock, valve, valve box or any other fixture appertaining to the waterworks, or shall turn on or shut off water into or from any water pipe wherever situated.

§ 52.19 WATER RATES CHARGED TO OWNER.
   The water rates as set forth in § 52.25 of this chapter shall be charged to the owner of the premises to which the water is furnished. If, from any cause whatsoever, any sums owing for water furnished to the premises shall become delinquent, the Public Works Director shall shut off the water to such premises and in no case shall the water service to such premises be restored until the delinquencies and all other charges have been paid in full. Change of ownership or change in tenants occupying the premises in question shall not affect the application of this section.

§ 52.20 OWNER RESPONSIBLE.
   (A)   It is declared and enacted by the City Council that owners of property receiving water services from the city shall be solely responsible for the payment of all charges for water services and any other fees and expenses for receiving water services.
   (B)   Failure of the owner of property receiving water services to pay water charges, fees and expenses for water services shall be grounds for the Public Works Director to turn off the water services to such property as provided in § 52.20 of this chapter and shall also be subject to such other penalties provided in this chapter.

§ 52.21 TAPS PROHIBITED.
   No person but an authorized employee of the Waterworks Department or a licensed plumber under the supervision of the Public Works Director and/or his or her designee shall make any tap or connection with any main or distributing pipe of the waterworks system.

§ 52.22 INSPECTION AND ENTRANCE AUTHORIZED.
   The Public Works Director of the city waterworks or other officer or employee of the city shall be permitted at all times to enter the premises or buildings of consumers to examine the water pipes and fixtures, and the manner in which the water is used. Installation, maintenance and removal of water meters shall be included as a permitted entrance to the consumer’s premises or buildings. If a consumer refuses to grant access to his or her premises or buildings for the purposes set forth herein, water to such premises and buildings shall be shut off. To have water service restored, the consumer or owner must first allow access, pay all charges, current and arrears and the turn-on fee of $75.

§ 52.23 LICENSED PLUMBERS ONLY.
   No person, except a regularly licensed plumber under the supervision of the Public Works Director and/or his or her designee, will be permitted to do any work on any pipes or connections made with the mains or water supply of the city waterworks. Any plumbers failing to perform their work according to the established rules and regulations therefor or executing it unskillfully or to the detriment of the city waterworks may be prohibited from making connections with the city mains.

§ 52.24 MONTHLY WATER RATES.
   Water charges for water furnished by the municipal water system of the city will be set by resolution.
