(A) Generally. The Public Works Director shall be the general executive officer of the waterworks and shall have charge of employees and all property pertaining to the waterworks system.
(1) He or she shall give written orders for all supplies and materials and preserve a copy of such orders in his or her office and shall have charge of all contracts, and shall see that they are faithfully performed.
(2) He or she shall have charge of the alteration, erection or repair of all buildings, engines, pumps, fixtures, wells, reservoirs and grounds. He or she shall determine the location and size of all water mains, service connections, valves, hydrants and specials.
(B) Records. He or she shall keep a correct record of all mains, hydrants, valves and specials. He or she shall submit all bills, payrolls and accounts to the Council for its approval.
(C) Books and papers. He or she shall have the care and safekeeping of all books and papers belonging to the Water Department and shall deliver same to his or her successor in office.
(D) Valves and hydrants. He or she shall see that the valves and hydrants are restored to their proper positions after they have been used by the Fire Department, and shall see that all breaks or defects are promptly repaired.
(E) Inspection. Whenever, in the judgment of the Superintendent, he or she deems it necessary, he or she may cause an inspection of the premises of any consumer for the purpose of examining into the condition of all pipes, meters and water fixtures.
(F) Meters. He or she shall also keep a true record of all meters in use and examine them when necessary and shall test any meters he or she suspects of inaccurate measurement and remedy the cause.
