§ 52.03 RULES AND REGULATIONS PART OF CONTRACT.
   The rules and regulations in this chapter are established for the management, control and protection of the city waterworks. These rules shall be considered a part of the contract with every person who takes water supplied by the city from the city waterworks, and every person taking water shall be considered as having expressed consent to be bound thereby.
