(A) Application for use of water must be made at the City Clerk’s office on printed forms furnished for that purpose. The application must be made by the agent or owner of the property to be benefitted, describing the lot, block and street where water is desired, and shall state fully all the purposes for which the water may be required, and shall sign a contract therefor. No taps will be made to the mains until the applicant for whom such connections are to be made has signed the contract mentioned in this section and a plumber’s permit has been issued authorizing a plumber to lay such pipes and connections as will conform to the application. Additionally, the applicant will pay the city a hookup fee of $500 when hooking up structures to the main or installing new curb stops.
(B) A fee will not be charged to owners of empty lots who are connecting to an existing curb stop to install a water hydrant on their empty lots to be used for lawn watering. If, later, the landowner builds on the property $500 shall be paid and the existing pit meter will be removed and a meter will be installed in the new structure.
