Provisions of this division which require payment of off-street parking meters shall apply at such times and hours as may be determined from time to time by the Board of Transportation Commissioners, based upon engineering and traffic investigation. Such times and hours shall be indicated by signs or on the parking meters; provided, however, that the Board of Transportation Commissioners may, in its discretion from time to time, prohibit all parking in any publicly owned off-street parking facility during times of emergency by causing appropriate "No Parking" signs to be posted.
