The Board of Police Commissioners is hereby authorized, from time to time, to establish a schedule of fees for the various classes and sessions of the Police Training Program to be charged to persons other than members of the Los Angeles Police Department for attendance in said courses or sessions. The amount of the fees established pursuant to this section shall be based upon the prevailing rates charged in Southern California for providing such training services.
