Upon application for license, as hereinabove provided, the Mayor shall, if such application conforms to this chapter, issue such a license to such applicant to operate such billiard parlor or poolroom, or billiard or pool tables. The applicant shall pay to the Mayor an annual license fee of ten dollars ($10.00) per table. Such license, when obtained, shall be framed and exhibited in a prominent place in such place of business.

No owner, keeper or proprietor of a billiard or pool table kept in any public place within the City, shall admit or allow any person to remain or to be in such room, parlor or place before the hours of 8:00 a.m. and after 1:00 a.m. of the next day, and on Sundays before the hours of 2:00 p.m. and after 1:00 a.m. Monday, for the purpose of playing at pool or billiards.

No owner or keeper of a billiard parlor or poolroom, or a billiard or pool table, at any other public place, shall permit any minor under eighteen years to play billiards or pool, or be or remaining such establishment, unless accompanied by a parent or legal guardian.

No person being the owner, keeper or proprietor of a billiard parlor or poolroom, or a billiard or pool table, in any public place within the City, shall allow, permit or place any painted, stained or darkened glass in or in front of the windows or doors, or between the windows and doors and the pool or billiard room, or permit, allow or place any blind screen, lattice or obstruction of any kind which may obstruct or tend to obstruct the clear view of the billiard or poolroom from any sidewalk, street or alley of the City.
